McCaffrey earned his undergraduate degree from Purdue University and his Doctor of Jurisprudence from Indiana University School of Law in Indianapolis, and been with Mental Health America of Indiana since 1991. McCaffrey is a recipient of the Webster-Kipfer Award for special achievement in public policy advocacy, former vice chairman for public affairs at the National Mental Health Association, former member of the board of directors at the National Mental Health Association, and former board member at the American Society of Mental Health Association Professionals. McCaffrey was named to the national directory of Who’s Who in Executives and Professionals and by the Indiana Business Journal as a member of Who’s Who in Indiana Health Care. McCaffrey received gubernatorial appointments to the Indiana Mental Health Commission and the Medicaid Quality Advisory Committee. McCaffrey serves as chair of the Division of Mental Health and Addiction Advisory Committee.

Courtney’s personal experience and professional involvement have motivated her passion of advocacy for marginalized populations. She is the current Manager of Residential Substance Use Disorder Programs for Centerstone of Indiana; providing oversite of a full continuum of care including ASAM 3.5 Residential Programs, in addition to Recovery Residences both Levels 2 & 3.
Courtney has distinguished herself by earning multiple awards for her contributions and dedication across the state. She is a Certified Recovery Coach, holds a CHW/CRS Certification, and identifies as a person in long term sobriety. Courtney’s work with community leaders at both a local and state levels provide her the platform to fight the stigma against Mental Health and Addiction.
Courtney holds a Bachelor of Science from the University of New Hampshire and is currently matriculated in the Master of Social Work Program at Indiana University.

Darrell Mitchell is an accomplished business driver whose entrepreneurial instincts and clarity of vision have carried multiple companies through rapid and continuous growth throughout his thirty plus year career. He has spent the last several years leading and impacting change at the state and national level in the recovery residence space. He is the Founder of the Indiana Affiliation of Recovery Residences (INARR) and serves as the Vice-President of the National Alliance for Recovery Residences (NARR). In 2017, Mitchell was instrumental in the drafting and passing of legislation which placed Recovery Housing standards into Indiana Law. Darrell studied Public Relations and Marketing at Purdue University, has a Bachelor of Science in Addictions Counseling and an MBA both from Indiana Wesleyan University.
Mitchell did not plan a career in healthcare, behavioral health, or addiction treatment. Fortunately, with the help of others, Mitchell was able to overcome his own battle with addiction and has been a person in long-term recovery for many years now. Experiencing the miracle of recovery in his own life inspired him to pursue a new professional path, where he is able to be of service to those who suffer with mental health and substance use disorders. Mitchell serves on local, state, and national recovery and mental health boards and committees, and also speaks at local and national conferences and events.
In 2016, Mental Health America of Indiana presented Mitchell with the “Heroes for Recovery Consumer Advocate Award”. In 2018, he was presented with the prestigious “Leadership Award” by the Indiana Housing & Community Development and the Indiana Affordable Housing Council.
In 2019, the White House Office of National Drug Control Policy (ONDCP) and the U.S. Department of Agriculture asked Mitchell to author a paper to appear in “The Rural Community Action Guide”. The RCAG has been distributed nationally to equip rural leaders with critical information from lessons learned on the frontlines of prevention, treatment and recovery in rural America. In January 2020, Mitchell was invited to the White House to attend ONDCP’s launch of the Rural Community Action Guide and to meet with senior leaders.
Mitchell serves as the Vice President of Recovery Communities, overseeing corporate strategy and operations for branding, marketing, communications, public relations, and fund development. Recovery Community responsibilities includes overseeing organizational strategy and operation of our residential treatment and recovery facilities: Mockingbird Hill (Anderson), Progress House, and Next Step (Indianapolis).
Darrell and his wife Tracey live in Hamilton County and have two beautiful children, Abigale and Zachary, four beautiful dogs, and two beautiful cats. Their home is affectionately referred to as “The Mitchell Zoo”.

Shane Beal, JD
Shane is the Founder of Hope House Ministry Inc. and Voices of Recovery LLC and he currently operates Agape Recovery, a medication assisted recovery home for men located in Marion. Shane also serves as the Director of Recovery at Turning Point Systems of Care in Kokomo. Shane is a person in long term recovery and enjoys hiking, playing basketball, and traveling. He and his wife, Amy have three children and a great dog named Frankie. Shane believes that recovery happens in community and with great support and that’s why he enjoys sitting on the INARR board because of the community and support we provide operators of recovery homes in Indiana.
